The Indian Ocean is one of the cradles of tropical kitesurfing. Trade winds blow predictably and regularly, the water is warm virtually all year round, and the spots are often still pristine compared to more crowded destinations. From the Maldives to Reunion via Mayotte and Madagascar, there's a spot for every level and budget.
Sakalava, Madagascar — Spot #1
Sakalava Bay — Diego Suarez

The Varatraza, the thermal wind that gives Sakalava Bay its name, blows every day from 20 to 35 knots. Sandy lagoon, shallow water, no rocks or currents. The best spot in the area for progressing and riding safely. IKO private coaching available on-site.
Reunion — The Beach Style

Reunion offers an organised beach kiting experience: black sand spot, breaking waves for advanced riders, and kite centres with gear rental. Ideal for combining sport and family holidays, with French infrastructure (trains, roads, supermarkets).
Higher budget than Madagascar, but a different experience.
Mayotte — The Protected Lagoon

The world's largest lagoon: shallow, turquoise water, perfect for beginners. No waves, just wind and flat water. Note: less wind than Sakalava, and the spot is less pristine than it used to be.
Nosy Be, Madagascar — The Archipelago

The island of perfumes also hides interesting kitesurf spots with a tropical island vibe. Less wind than Sakalava, but a unique experience combining diving, swimming and kitesurfing in a paradise setting. Whale season July to October.
My coach verdict
If I had to choose one spot in the Indian Ocean, I'd choose Sakalava. Not out of chauvinism, but because of wind consistency. The Varatraza is the only wind in the world that blows practically every day of the season, without interruption, and with the right intensity for kitesurfing. No dead season, no slack days, no surprises.
Reunion has fancier infrastructure, Mayotte a calmer lagoon, Nosy Be tropical island charm. But for the pure rider, for the quantity and quality of sessions, Sakalava wins.
